Master Planning – CMaPP

As the Communities 2000 Visioning effort grew, focus groups emerged. These four initial groups addressed Economic Development, Architecture, Tourism and Transportation. As these focus groups worked and evolved projects and spin-off organizations were formed, some of which were adopted by other organizations.

    During the visioning process, Town of Inlet officials encouraged our Core Team and staff to attend Local Government Day sessions in Saranac Lake. Eventually, we were invited to present results of some of our work and there learned of the Quality Communities program and the grant monies for innovative projects.
     If we were going to develop a regional plan, we needed to work together, but had limited resources for regional efforts. We therefore designed CMaPP, the Communities Master Planning Project and applied to the Quality Communities program for monies to provide centralized support, shared training and research. In addition to hiring services from the New York Planning Federation, the CMaPP team, scheduled a variety of workshops on a variety of topics including visual preferencing, affordable housing and trails & transportation.
     Before the three towns can embark upon municipally supported regional projects -- a regional master plan -- each Town must have its own Master Plan. The common ground of those plans will form the basis for regional plans. CMaPP provided the support to realize some expense reduction by sharing common tasks in the preparation of individual plans.

Thendara Byrne Dairy

    Through education and outreach, we learned that communities – even as small as ours – can have new development without settling for “cookie cutter” architectural design. Most large corporations are willing to conform to local style when asked.

In 2001, Byrne Dairy became interested in building a store in Thendara. Their application was turned down, but they were determined and called to ask who they could contact to discuss their plans for a new design. At that time, no regional economic development office existed. The Master Plan was still in process and the town had no design guidelines. The Town of Webb Zoning Officer recommended that they contact C2000’s Architecture Team.
     C2000 convened a small group of stakeholders and met with Byrne Dairy owners and their architect who showed us a lovely design for countryside farm land….something that clearly did not fit in with the Adirondacks. The Team showed the Byrne Dairy group some samples of award winning designs for convenience stores – provided through contacts with the Conservation Fund - and asked them to drive around town and look at the designs of unique structures.

In the midst of the visioning process, enthusiasm sparked a successful grant application in 1999. A group of interested citizens under the guidance of the Adirondack North Country Association, ANCA, researched and wrote a TEA-21 grant for the Thendara-Old Forge-Big Moose-Inlet-Eagle Bay Pedestrian Bikepath, otherwise know as TOBIE. The County matched the Town of Webb’s contribution for their portion of the grant and joined as co-sponsor of the application. The final points needed to win the grant came from the joint sponsorship of the towns and county. Total awarded in federal funding: $547,000! Value of the beginnings of intermunicipal partnering: priceless.
